In the UK there are a number of Marriage Acts that govern who can get married, this includes The Marriage Act 1949 and later revisions in law such as the Marriage (Sam Sex Couples) Act 2014.
You need to be aged 16 and over to get married and if you are aged under 18 you must get consent from your parent or legal guardian who has parental responsibility. If for some reason you cannot gain permission for this in the case of emancipation from your parents or that they are refusing to give their permission this could be granted from a court in special circumstances.
An individual must also be Single, Widowed, Divorced or with a Dissolved Civil Partnership in order to get married and this would have to be proven through providing documentation when giving notice.
Whilst Same Sex couples are able to get married at a Civil Service they would only be able to marry in a Religious Ceremony if the Religious Organisation allow this.
In the case of Transgender People individuals must be granted a full gender recognition certificate which is given by the Gender Recognition Panel and have obtained a new birth certificate to show their gender and then they would be free to marry.
There are also laws governing family members who are not legally able to marry including Children, Parents, Siblings, Grandparents, Nieces and Nephews for example.
